Tony Loan
Tony joined AHA in early 2008 as an Associate Director. He holds a Bachelor of Civil Engineering and Master of Business Administration and brings to AHA over 30 years of experience in government and industry.
His experience includes 18 years in the healthcare industry as a management consultant and line manager, 6 years lecturing in MBA programs, and 8 years in engineering fields as a design engineer and project manager. Tony has an outstanding track record of success in consulting, achieved through his work with leading global consulting companies including Andersen Consulting, the Mitchell Madison Group (global strategy consulting) and MarchFIRST (global IT consulting)
Tony has led over 80 healthcare consultancies, predominantly in five main areas:
- A broad range of state-wide strategic reviews of healthcare services and development of clinical services’ plans, including cancer, palliative care, renal and oral health services.
- A series of hospital operational performance reviews (including benchmarking nursing, allied health, hotel and administrative services between hospitals and states). Tony has also been extensively involved in cost/risk reduction programs such as coordinated care approaches, development of comprehensive home care alternative programs (substitute care) and assessment of risk of premature admission or inappropriate admissions to hospitals and longer-term care.
- A range of business case and clinical services planning projects involving the development of new healthcare services and systems (e.g., feasibility of patient hotels/low dependency units), as well as hospital redevelopment (master planning).
- A number of client projects involving the development of business strategies and business models that leverage emerging technologies and lead to competitive advantage.
- Performance improvement and evaluation – for example, improving patient flow performance in hospitals through implementing more effective and efficient models of care and application of synchronous manufacturing methods to patient care processes. Projects have included a large number of hospital operational efficiency reviews, which consistently resulted in savings of 10% to 15% of operating budget.
Consulting achievements include:
- Strategic and operational review of Oral Health Services for NT Department of Health.
- Development of state-wide clinical service plans for cancer, renal and palliative care services for SA Health Commission.
- Strategic review and business restructure of the Australian Medicines Handbook (AMH) for the Department of Health and Ageing for Commonwealth Government, and subsequently Tony was appointed as general manager of AMH.
- Business Plan for the amalgamation of the Austin and Repatriation General Hospital, Melbourne.
- Design and development of a risk assessment (triage) system for Victorian WorkCover Authority’s new claims management processes.
- Costing Analysis of Obstetric Services at the Women’s and Children’s Hospital, Adelaide.
- Client executive on a multi-million major business transformation and technology project for WorkCover (SA).
