Evaluation of the HACC Program - National Standards Three Year Evaluation

AHA undertook, on behalf of DoHA, an evaluation of the HACC National Service Standards Instrument (NSSI) and the first three year appraisal process.

The NSSI and Guidelines were developed in 1998 to provide a nationally consistent and reliable means of measuring and monitoring HACC agency compliance with the HACC National Service Standards. This project aimed to evaluate the HACC Standards and NSSI, to assess their effectiveness as a quality assurance process for HACC agencies.

The project identified major issues facing service providers in undertaking the process, and State/Territory Governments in implementing the process, throughout the three year program.

Information sources included State/Territory officials and focus groups conducted with HACC service providers.

AHA's evaluation identified the level of compliance with the HACC Standards by service providers, the appropriateness of the NSSI as a tool to measure compliance with the HACC Standards, and canvassed options for the way forward in ensuring quality in service delivery.
