On behalf of the NSW Department of Ageing, Disability and Home Care, we developed a computer Model to calculate the unit cost of service for selected HACC service types. The development trialing and refinement of the Model involved review by the Review Panel, and trialling by 15 service providers in NSW. Our report indicated the Model's benefits and potential uses including:
- providing a 'test bed' for output based funding
- enabling benchmarking between services
- developing improved service type definitions
- identifying key factors which influence the costs for each service type.
