This project evaluated the appropriateness, effectiveness and efficiency of the drought and sugar counselling initiatives funded by the Australian Covernment under the Family Relationships Services Program. AHA was awarded this task based on our knowledge of the counselling initiatives, insight into the challenges of service provision in rural and remote areas and our experience in undertaking large scale stakeholder consultation projects.

This evaluation was undertaken from both a service delivery and program management perspective, and addressed the following questions:
•What drought and sugar counselling service delivery models were used in the implementation of this measure?
•Has service delivery changed over the life of the measure?
•Have the reasons that customers seek assistance changed over the cycle of the program?
•Key findings from this evaluation informed the development of future service delivery options for similar relief programs.
