AHA was engaged to conduct quality assessments of Department-funded HACC service providers in Victoria against the National Service Standards. AHA conducted more than 1,000 site visits and assessments of service providers, over three assessment rounds.

The HACC Program supports people to live independently in their own homes. Services are delivered in accordance with the National Service Standards.

AHA’s first round of quality assessments visited 481 service providers and included:

  • Development and pilot testing of assessment tools, including the National Service Standards Instrument (NSSI)
  • Delivering large-scale information and training sessions to staff of service providers
  • Conducting desk-based review and on-site assessment of each provider
  • Consulting with consumers via surveys and focus groups
  • Supporting HACC service providers to implement continuous quality improvement processes to achieve the best outcomes for their clients.

Both the training and assessment program were highly successful, and the majority of service providers reported that they saw significant benefits from the assessment process.

AHA was subsequently engaged to conduct two further rounds of HACC quality assessments, both achieving similar success.

The HACC program provides funding for services which support frail older people, younger people with disabilities and their carers. These services provide basic support and maintenance to people living at home and whose capacity for independent living is at risk.
